Jacqueline Hart Gibson, Black Hawk. The August 28, 2019, regular meeting of the Black Hawk City Council, was called to order at 3 p.m. with the ringing of the bell. Following roll call and the pledge of allegiance, Resolution 57-2019, was added to the agenda for approval.
There were no conflicts of interest reported by the members and the meeting moved on to introductions of new employees. Garrett Flesh, Eric Groves, Henry Ho and Robert Shomler, new employees to Black Hawk street maintenance, were welcomed by the council members.

Garrett Flesh began working for the city on February 11, 2019, and reports his experience working in Black Hawk has been an adventure. He loves the views and prefers to work outside, rather than indoors. Garrett has been married to his wife, Amber, for two and a half years and they have a son they named Trevor. Garrett likes going to Rockies games with friends in his free time, as well as traveling and playing legos.

Eric Groves began working for the city on January 8, 2019. Eric says everyone he has worked with so far has been friendly and helpful. Eric and his wife live in the Black Hawk area and in their free time they enjoy going to the gym, hiking and snowshoeing.

Henry Ho started working for the city on January 9, 2019. Henry reports working in Black Hawk has been a positive learning experience and he says he enjoys the scenery a great deal. He has been married for 23 years and he and his wife have four children. Henry has come to enjoy fishing, hiking, boating, camping, gardening and snowboarding, during the 29 years he has lived in Colorado.

Robert Shomler started with the city of Black Hawk on June 10, 2019. He reports his experience has been great so far and he has enjoyed learning the different aspects of the job. Robert and his wife moved to the area from Michigan a year ago, where Robert worked as an auto technician at a Toyota dealership, and they are currently building a home on Dory Hill.
The council announced an executive session to be held following the regular meeting, allowing the council to receive legal advice regarding specific legal questions from the city’s attorney. The minutes recording the city council meeting on August 14, 2019, were reviewed and approved unanimously by the board.
An ordinance approving the 2020 operating plan and budget of the Black Hawk business improvement district, passed unanimously.
The first action item, a resolution approving a professional services agreement between the city of Black Hawk and Alpine Artisan Studios for the 2019 Christmas decor program in an amount not to exceed $147,285.04, passed unanimously.
A resolution approving the revised and updated proposal from Cigna for 2019-2021 ancillary coverage, the item added to the agenda at the start of the meeting, passed unanimously.
The meeting was adjourned to enter into executive session.
