BLACK HAWK - The Black Hawk City Council approved several ordinances and resolutions at its regular meeting on May 15, 2025, including updates to the employee handbook and changes to the municipal code, which now allows chickens in residential zones.
Mayor David Spellman and Aldermen Linda Armbright, Paul Bennett, Hal Midcap, Greg Moates, and Benito Torres were all present; Jim Johnson attended virtually.
The meeting began with a special moment as Weekly Register-Call Senior Reporter Don Ireland was invited to ring the bell, an honored tradition to signal the commencement of the meeting.
During the public hearing portion of the agenda, the council unanimously passed Council Bill 6, which amends the City’s employee handbook to comply with Colorado’s Healthy Families and Workplaces Act. The ordinance ensures that all employees, including part-time and seasonal staff, accrue paid sick leave at a rate of one hour per 30 hours worked, up to 48 hours per year.
Council Bill 7 also passed unanimously. The new ordinance permits the keeping of domestic chickens in residential areas, provided they are housed in enclosed side or rear yards. The measure outlines limits on the number of chickens, enclosure requirements, nuisance guidelines, and a licensing system.
In a more divided vote, the council approved a special event liquor permit for Shift Events' Session Series mountain bike race on June 4. The race will be held at the Hidden Treasure Trailhead, where riders will compete on the Hard Money Trail.
Midcap opposed the permit, having said at a previous meeting that the event should take place in town, perhaps at Gregory Plaza, instead of at the trailhead.
Under action items, the aldermen unanimously approved Resolution 30-2025, which updates the City's fee schedule. Changes include adjustments to electrical service fees, liquor licensing costs, and the addition of a new chicken license fee following the recently passed ordinance.
The meeting concluded with an executive session to discuss legal matters, personnel, and negotiations concerning City-owned properties, including land on Gregory Hill and within the Gregory Street HARD District.
