Black Hawk City Council’s first meeting of 2020

Jacqueline Hart Gibson, Black Hawk. On January 8, 2020, at 211 Church Street in Black Hawk, Mayor Spellman rang the bell and called the City Council meeting to order, at 3 p.m. Following the pledge of allegiance, roll was called revealing all of the aldermen, the mayor, city attorney and city manager were present for the meeting. No agenda changes were requested or conflicts of interest reported. No one from the public signed up to speak at this meeting and the minutes from the December 11, 2019 meeting were approved unanimously. There were no public hearings scheduled for this meeting.

The first action item, authorizing the local liquor licensing authority to consider a transfer of ownership for Z Casino, Blackhawk Operator LLC, carried unanimously. 

According to City Attorney Hoffman, background research did not reveal any issues or concerns that would justify holding this item over for a public hearing.  

A resolution establishing a designated public place for the posting of meeting notices was carried unanimously.

A resolution approving certain service agreements for calendar year 2020 carried unanimously. Gonzales’ painting will be added to Black Hawk’s consultant list this year.

The last action item, a resolution approving the purchase of two 2020 Ford Explorer police vehicles from Phil Long Ford in an amount not to exceed $83,750, carried unanimously. These vehicles will replace two existing vehicles currently used by Black Hawk police that require excessive maintenance due to advanced age.

City Manager Stephen Cole did not have anything to report to the council. City Attorney Corey Hoffman called an executive session to immediately follow the regular meeting to discuss items carried in the meeting. The meeting adjourned at 3:14 p.m.
