Addresses within the 300 block of Gregory Street will change after approval by the Black Hawk City Council during a special meeting on March 17, 2021, at 3 p.m. The Council also approved two water agreements, continued a resolution conditionally approving the Black Hawk Park Preliminary and Final Plat and a resolution conditionally approving a Site Development Plan and a Certificate of Architectural Compatibility for Hawk’s Landing and approved the new painting program guide.
Julie Esterl with Baseline Corporation introduced a resolution making address changes within the city for properties on Gregory Street. City staff recently discovered the existence of duplicate addresses within the City of Black Hawk and Central City within the 300 block of Gregory Street, according to the request for Council action. Within Black Hawk this includes the Gregory Street Plaza currently under construction.
Before the establishment of retail businesses within the Plaza, City emergency personnel have requested the duplicate addresses be changed to avoid confusion for dispatch, emergency responders and the general public, according to the request. On September 23, 2020, the City initiated several address changes and additions to accommodate the improvements occurring on Gregory Street and to make some corrections, additions and clarifications of addresses along State Highway 119, Chase Street and Miners Mesa Road.
Changes are proposed within the 300 block of Gregory Street, and these changes will assist 911 dispatchers, emergency response personnel, as well as the general public in locating these properties more easily. Five duplicative address numbers, 321, 331, 341, 351, and 361, were assigned in Black Hawk and in Central City on “Gregory Street” with the same street name in both communities.
Black Hawk staff requested the approval of proposed address changes within the 300 block of Gregory Street. Essentially all the buildings in Black Hawk along Gregory Street will now end in the number of “7” which is not used in Central City.
The proposed address changes are logical, in order, and will benefit the health, safety and welfare of the community with better accuracy during emergency situations. Notice of the address changes will be forwarded to the Gilpin County Assessor. Notice of the address changes will be forwarded to all privately owned properties, and notice of the address changes will be forwarded to the United States Post Office located in Black Hawk.
The address and street name changes will go into effect on May 1, 2021. The Council approved the resolution for the address changes.
Public Works Water Manager Jim Ford introduced two agreements. The first was an ordinance approving a water lease agreement between Black Hawk and the County of Clear Creek.
Black Hawk has the opportunity to lease 30-acre feet of fully consumable water to Clear Creek County for one year, Ford said. The water that will be leased is currently stored in Guanella Reservoir, which normally would be booked over to the City of Golden as a condition of the City’s Storage Agreement with Golden.
Ford also introduced a resolution to file Water Court Application, Ratifying Prior Acts, and Authorizing the Taking of all Necessary Steps regarding Georgetown Lake and additional storage water rights. During the past eight years, Black Hawk attained an additional 60.1-acre feet of storage in Georgetown Lake as a result of various intergovernmental agreements with the Town of Georgetown.
The current storage decree is for 100-acre feet of storage in the lake. To make up the City’s full amount of storage, the City is required to file a Water Court Application for the additional storage amount. Ford said this relates to the IGA just passed where the City gained additional storage with Georgetown Lake.
The Council approved both agreements. The Council continued two items related to the Black Hawk Park plat and Hawk’s Landing at Miners Mesa Road.
Already continued from February 10, 2021, staff recommended continuing this agenda item to the March 24, 2021, City Council meeting. Black Hawk has received an application from Dalton Horan of Ventana Capital, Inc., and Jason Krall of Rick Engineering on behalf of the property owner Club Vista Properties II, LLC, requesting review and approval of a Preliminary Plat and a Final Plat for the Black Hawk Park subdivision.
The applicants requested the subdivision of Lot 1 Block 1 Miners Mesa Subdivision Filing No. 4 into nine commercial lots and one tract for the purpose of developing the property with an Airstream RV Campground, a distillery and other commercial uses. The City Council opened and closed the public hearing on February 10, 2021, and did not make a decision to approve or deny, but continued the decision to the March 17, 2021, agenda.
The reason for no decision was that a Subdivision and Development Agreement was not yet signed on that date. As of this updated request for Council action, a signature is still not yet provided on the Agreement.
City Attorney Corey Hoffmann requested a motion to continue until March 24. As part of the land use process, they do not have a subdivision that accounts for the infrastructure in place. The Council approved the continuation, but Mayor David Spellman said this is the final continuation.

On behalf of the property owner Club Vista Properties II, LLC, Dalton Horan of Ventana Capital Inc., and Jason Krall of Rick Engineering have applied for the review and approval of a Site Development Plan and Certificate of Architectural Compatibility for the Hawk’s Landing Airstream campground proposed at 990 Miners Mesa Road.
The proposed development includes 50 permanent Airstream trailers that will be available for nightly rental, a check-in building, a storage shed, an Airstream bar and associated campsite amenities such as lawn games, outdoor seating, a fire pit and grill.
The proposed uses including the 50 camp sites, an office and outdoor bar requires parking for each individual use. The proposed development does not provide the adequate number of required parking spaces based on the existing codes, so the applicant has requested a parking variance.
The variance will be heard at the March 24, 2021, City Council meeting, and resolution of the parking requirement will be condition of SDP approval.
The Black Hawk Park subdivision plat was presented to the Black Hawk City Council for review on February 24, 2021. Details of the Subdivision Improvement Agreement for Black Hawk Park are being finalized.
Staff from Baseline Corporation has evaluated the information provided by Dalton Horan and Jason Krall for this project. Staff recommended that a Certificate of Architectural Compatibility for Hawks Landing Airstream Park be granted, subject to conditions, and recommended continuation to the March 24, 2021, City Council Meeting, and the Council approved.
The Council approved a resolution adopting the Residential Exterior Paint Program Guide to Programs, Dated March 2021.The City requires a paint contractor specializing in comprehensive painting services that provide all supervision, labor, equipment, tools, supplies and material for residential and municipal projects on an “on-call” basis, according to the request.
On January 8, 2020, City Council approved a professional services agreement between Black Hawk and Gonzales Custom Painting, Inc. City Council renewed the agreement on January 13, 2021.
The Residential Exterior Paint Program Guide to Programs was originally adopted by City Council on August 27, 2014. With the approval of the 2021 annual budget and the renewal of the Professional Services Agreement, the Residential Exterior Paint Program – Guide to Programs and Exhibits required an amendment. Staff attached a clean and redlined draft.
