On Tuesday, September 5, 2023, the Central City Urban Renewal Authority met in the Council Chambers at City Hall in Central City for their second meeting. Roll call revealed all were present: Chair Jeremy Fey, Kara Tinucci, Jeff Aiken, Marci Enloe, and Todd Williams. Staff present included City Manager Daniel R. Miera, City Clerk Reba Bechtel, and Carolynne White of Brownstein Hyatt Farber Schreck, LLP.
The board then ratified appointments to the CCURA. The Authority’s board will consist of a total of nine members: five from the City Council and four from various districts that collect tax within the County, such as an appointee from the County, one from the School District, one from a Special District, and one Mayoral Appointee who will be appointed after the previous members are named.
The board approved Resolution CCURA No. 23-03, accepting the appointment of Commissioner to the Board of Commissioners of the City of Central Urban Renewal Authority (County appointee), April Nielsen.
Nielsen currently serves as the Gilpin County Assessor and has lived in Gilpin County for about ten years. She is an enrolled Agent with the Department of Treasury and Certified Permit Technician with the International Code Council.
Williams moved to approve Resolution 23-03, Enloe seconded, and all were in favor.
Next, the board approved Resolution CCURA No. 23-04, accepting the appointment of Commissioner to the Board of Commissioners of the City of Central Urban Renewal Authority (School District appointee), Joe Stranaly.
Stranaly currently serves on the Gilpin County School Board and is a former Sheriff’s Deputy.
Tinucci moved to approve, Williams seconded, and all were in favor.
White delivered the Oaths of Office to Nielsen and Stranaly, who repeated them in unison. CCURA is still waiting to hear back from the other tax districts for the “Special District Appointee.” Then the Mayor will appoint one more additional member, making a total of nine members when complete.
General Business included a discussion of a cooperation agreement between the City and CCURA. White advised the board to create an Intergovernmental Agreement with the City of Central.
McCaskin said the IGA would provide a mechanism for the issuance of grants and the handling of funding. The IGA would also delineate how CCURA will split the costs of its legal team with the City.
The Authority decided to continue the discussion of an IGA at the October meeting and to consider the addition of a draft budget.
Nielsen moved to adjourn the meeting, Tinucci seconded, and all were in favor. Fey adjourned the meeting at 5:54 p.m.
The next CCURA meeting will be held on October 3, 2023, at 5:30 p.m. preceding the City of Central City Council Meeting and will be held in the Council Chambers at City Hall located at 141 Nevada Street, Central City, Colorado.
