The October 9, 2019, regular meeting of the Black Hawk City Council was called to order at 3 p.m. with the ringing of the bell, followed by roll call and the pledge of allegiance. All city council Aldermen, and Mayor David Spellman were in attendance, as well as City Attorney Corey Hoffman and City Manager Stephen Cole.
No conflicts of interest were reported by the council or the audience. The minutes from the September 25, 2019, meeting were approved and no changes to the agenda were requested. No members of the audience signed up to speak.
In action items, a resolution approving the amended city of Black Hawk fee schedule passed unanimously. The amended schedule reflects expected fire inspection fees at the outset, rather than reporting as fees occur, or after the fact.
A resolution approving the reclassification of the position of community planning and development administrator to community planning and development director was approved unanimously, following a brief discussion regarding the necessity of a driver’s license to perform the duties of the community planning director. It was determined a driver’s license is necessary, as the director is required to use a city vehicle to visit different sites located around the city.
A resolution approving the judges selected to serve for the special municipal election in the city of Black Hawk on November 5, 2019, was approved unanimously. All judges and alternates have agreed to serve and have been emailed confirmations.
A resolution establishing water rates pursuant to section 13-23 of the Black Hawk municipal code was approved unanimously. This resolution will increase user rates in Black Hawk by 10 percent for the first time in ten years, City Manager Cole distributed the proposed 2020 annual budget to the council. The budget will be discussed at the regular meeting on October 23, 2019.
City Attorney Hoffman advised the council that reviewing the annual budget satisfied an established legal requirement, before requesting an executive session which was approved unanimously. The meeting adjourned at 3:35 p.m.
