On behalf of the Town of Nederland Board of Trustees and the Town Staff, Mayor Billy Giblin and Town Administrator Miranda Fisher would like to report to you about our 2023 activities:
• Developed and adopted the 2023-2024 Strategic Plan, which seeks to stabilize, plan, and balance revenue.
• Invested $1 million into the Core Fund and $500k into the Cash Fund with Colorado Surplus Asset Fund Trust.
• Repaved the Visitor’s Center Parking Lot and Lakeview Drive. Paved the remainder of Big Springs Drive and the driveway by the Pedestrian Bridge.
• Completed infrastructure improvements for our water and wastewater systems (met regulatory requirements, completed capital improvement projects, completed most of the grit removal installation at the wastewater treatment plant, replaced over 100 water meters, flushed and inspected all fire hydrants).
• Entered a 5-year loan in order to purchase a grader, water truck, and flatbed for the Streets Department.
• Completed a compensation study, which resulted in wage increases for Town staff so that we are now more competitive. Continued to work on developing career pathways for Town staff.
• Established a Public Engagement Manager and an Emergency Manager position.
• Transitioned police services over to the Boulder County Sheriff’s Office.
• Finalized the Housing Needs Assessment with Bohannan Huston, under the Housing Planning Program Grant, which provides grants to local governments to help them understand their housing needs and adopt policy and regulatory strategies to qualify for the Affordable Housing Development Incentives Grant Program.
• Committed to permitting 13 affordable housing units under Proposition 123 by November 2026.
• Collaborated with the Nederland Fire Protection District and Timberline Fire District to update the Colorado Wildfire Protection Plan.
• Began to study the multitude of possible egress routes for the Big Springs Subdivision. Our goal is for final determination in 2024.
• Established a Regional Partnership with Gilpin County and Clear Creek County to strengthen grant applications related to extending broadband to our area. (We were awarded that grant on January 8, 2024).
• Contracted with SE Group to start on the Town of Nederland’s Comprehensive Plan update.
• Finished the Reimagine Destinations Colorado Tourism Office (CTO) program, which is a new Destination Development program focused on advancing tourism strategies that foster long-term resilience of Colorado’s tourism industry.
• Selected to participate in the Destinations Blueprint CTO program, an extension of the Reimagine Destinations CTO program, which seeks to increase alignment between local tourism stakeholders.
• Received funding from CTO to work with Godot Communications to establish a brand and creative identity for the Town.
• Contracted with Fehr & Peers to complete a Multimodal Transportation Plan.
• Worked with University of Colorado Denver’s Urban and Regional Planning students to update a portion of the Parks, Recreation, Open Space and Trails Master Plan (PROST). This work will aid in the internal work being done by Town staff and members of the Parks, Recreation, Open Space Advisory Board to finish the PROST update.
• Officially transferred the management of the Nederland Ice Rink and Tennis Park to Town. Engaged the community on the redevelopment of the Nederland Ice Rink and Tennis Park, with the goal of applying for Great Outdoors Colorado (GOCO) funding soon.
• Completed the Barker Meadows Park GOCO grant, which revitalized the area into a much-needed recreational and natural space.
• Distributed $7,000 in funding from the 2023 Boulder County Economic Vitality Grant to support local businesses in covering their operating expenses, providing bonuses to employees, and/or purchasing PPE.
• Hosted three Nederdays events, which were Town-sponsored and executed by Town staff (with a consultant assisting with the first Nederdays event).
• Town of Nederland staff were appointed to serve on several Boulder County advisory councils, including but not limited to the Regional Opioids Council, Behavioral Health Roadmap Governance Committee, and the Regional Housing Partnership Steering Committee.
• We worked together and learned a lot this past year. 2024 will deliver new opportunities for improvement, collaboration, and continued work towards completion of our many Town projects.

Through the many ups and downs, we are learning that when we come together, we can meet our challenges and take our opportunities to make Nederland a better home for our community members. May 2024 be filled with collaboration, peace, and prosperity for all.
