Jacqueline Hart Gibson, Black Hawk. Black Hawk City Council was not deterred by the winter storm on March 13, 2019, and held the bi-weekly meeting as planned. The meeting was called to order at 3 p.m., at 211 Church Street, without a bell ringer.

Following roll call and the pledge of allegiance, and after determining no changes to the agenda were necessary or conflicts of interest reported, new employees Justin Storms and Ellie Younger were introduced. Storms and Younger will serve as communications officers. The minutes from the February 27, 2019 meeting were approved unanimously.

In public hearings, an ordinance repealing and reenacting section 6-563 of the Black Hawk Municipal Code was approved. Section 6-563 concerns the locations of a number of marijuana retail stores.

A resolution awarding the bid to Sun Valley Electric for the Hidden Valley Standby Generator Project in an amount not to exceed $557,700 was approved.

A resolution approving an amended and restated gas easement with Public Service Company of Colorado was approved.

Stephen N. Cole was approved as permanent city manager. Cole has served Black Hawk as police chief for the past 13 years.

The council meeting adjourned at 3:14 p.m.
