It’s hard to miss the irony in Mr. Marr’s letter expressing his fear about losing the City of Black Hawk Education Enhancement Tax revenue. This revenue has obviously been a help to the Gilpin School and he is correct to fear its loss. However, his response demonstrates clearly the problem created when the School District signed on to the agreement. The agreement specifies that funding will be withdrawn by the City of Black Hawk if, among other things, the School District increases its mill levy (except in specific circumstances) or a sales or use tax is imposed by Gilpin County. A significant amount of Gilpin School District funding is now at the whim of the City of Black Hawk and Gilpin County.
This is a real-world demonstration of why the $1 million Intergovernmental Agreement proposed this year by the City of Black Hawk is a terrible idea for Gilpin County. Unfortunately, the IGA is supported by at least two of the Republican County Commissioner candidates this year, Ms. Mornis and Mr. Marshall.
