Dear Editor,
In my last article, “Gilpin Community Center: Election Night,” I wrote that Ballot 1A says “…Taxes be Increased …” I went on to say “Why the ballot wording? One can only speculate. On this lovely evening the commissioners aren’t saying.” I have since discovered that the wording “…Taxes be Increased…” is mandated by the Colorado State Constitution, Article X Section 20, The Taxpayer’s Bill of Rights (Tabor). The specific section is Article X Section 20 - (3) Election Provisions (c), which states “Ballot titles for tax or bonded debt increases shall begin, ‘SHALL (DISTRICT) TAXES BE INCREASED….’” The commissioners had no choice but to use those words. I apologize for any confusion I may have caused.
