Nederland DDA October

Janet Perry, Nederland.  The Downtown Development Authority met on October 21st at 6:30 pm in the Community Center’s Multi-purpose room. During Public Comment, Ron Mitchell of Nederland let the DDA know that the Entertainment District Petition would be presented to the Board of Trustees during the November 17th BOT meeting.

Approval of the September 16 meeting was delayed until the November 18th meeting so that the 2016 Budget information could be included. Due to missing information, the warrants will also be moved to that November meeting.

Town Administrator Alisha Reis announced that the Town of Nederland has contracted a new treasurer and she will be starting during the 3rd week of November.

Treasurer Amanda Kneer distributed her report in a spreadsheet. Kneer announced that there will be carry-over funds for the next year, and that the secretary is under budget. Those remaining funds will also be available for the next year. There is, in addition, $10,000 still remaining for the Master Plan Update.

Alexander Armani-Munn let the Board know that Town Hall’s Kathy Weiss will need verification of DDA expenditures for the DOLA grant. Administrator Reis informed them that Kneer can access DDA information on the Town Hall system.

Administrator Reis then gave an update on NedPeds. On October 13th, The Board of Trustees approved a bidder, Consolidated Resources of Greeley, for the NedPeds project. Since then, a representative from Consolidated Resources has been meeting with Reis and Nederland Public Works Manager Chris Pelletier to negotiate the contract. Once the contract is ready, it will be signed by the mayor. Contract time lines will be sent to the BOT and NDDA as soon as they are finalized.

Administrator Reis noted that the best option would be to have it all completed by the end of the year. Weather could be a factor in delays, and that could mean completion by June 1, 2016. If all paperwork is done by then, they can then get final reimbursements from CDOT. CDOT is in alignment with the construction budget remainder of around $876,000. Reis said some funds are being reserved for any possible problems once they dig into 2nd street. Reis also included the budget, as well as the 2012 debt authorization status. Jeff Mallard is working on numbers in order to get loans via the water fund. A street loan may be needed as well.

Katrina Harms attended a DCI conference but will wait until the November meeting for her presentation.

Administrator Reis also said that they would like to work with the DDA to get the 2016 budget together before that November meeting. The DDA could then adopt that budget in time for the BOT meeting December 1st. She also mentioned work to be done on a ‘B’ budget. If the DDA gets an anticipated award in April, the budget can be re-negotiated. Administrator Reis then announced that she would be sending the DDA the TIF analysis to inform them about what is still available for the term.

Katrina Harms announced that there have been no applications submitted for the open Board member seat, and suggested that they extend the deadline to November 13th so that the council will have applicants before them at the next meeting. The motion to re-post the position passed unanimously.

Amanda Kneer said she thought they should have an NDDA meeting in December. It was scheduled for 6:30 pm, Dec. 9th.

Alexander Armani-Munn said that he would present the Master Plan Update in December, at the end of his term.

Administrator Reis spoke about a Ballot initiative. She has informed Carmine Beery that the DDA would like to review a draft at the next meeting. Reis said they will be prioritizing the Master Plan Update. Work will then begin with the Bond Counsel and that meeting should happen in December.

Katrina Harms announced that Boulder County was interested in a trail system from West Magnolia to Jenny Creek trail. Continental Divide access for mountain bikes was to be included.  Grant writing has begun. The trail system would highlight the town of Nederland, as it would be a ‘gateway’ for the trails. The work would take 3 to 6 years to complete. Harms was asking if the DDA wanted to officially be in support of the project, and the DDA agreed that they would.
