The Nederland Board of Trustees (BOT) met Tuesday evening, April 15. All members were present: Mayor Joe Gierlach, Mayor pro tem Kevin Mueller, Trustees Chris Perret, Ledge Long, Peter Fiori, and Randy Lee, and Annette Croughwell. Also in attendance were Town Administrator Alisha Reis, Town Treasurer Eva Forberger, Town Clerk Michele Martin, and Public Works Director Jason Morrison.
Consent Agenda: The April 15. 2014, Schedules A & B were approved. Also approved were the Colorado Charge Ahead Grant to support electric vehicle charging stations in Nederland, and the FEMA Grant for Inflow and Infiltration (I & I) Project.
Staff Reports: Town Administrator Reis commended Town Clerk Martin for her handling of the April 2014 elections, and also mentioned that the I&I work had been delayed due to recent snow. Town Clerk Martin reported that the candidates' financial reports are due by May 1. Town Treasurer Forberger gave her financial report, mentioning that there is a new budget format software for 2014. Town Marshal Metheney reported that the March 7-9 Frozen Dead Guy Days event was attended by 10,000 to 12,000 people, and was understaffed by security/law enforcement. Public Works Director Morrison's report included the fact that Nederland's raw water intake structure was being rebuilt, assuring that water will continue to flow to the settling ponds even in drought years. Community Center Coordinator Dawn Baumhover's report announced the grand reopening date for the newly-renovated Community Center as May 17.
Board of Trustees Reports: Mayor Gierlach talked about a former Nederand mayor, Paul Luedtke, who had served four terms from 1964 to 1972 (only three 2-year terms are allowed currently), and the issues with which he dealt. Throughout Luedtke's tenure, the Nederland Board of Trustees were focused on infrastructure, town planning, and regional collaboration, helping the town to thrive.
The Trustees outlined current activities of the various boards on which they served as liaisons. Dale Porter announced that he would be resigning as chairman of the Community Center Foundation Board, but would stay involved to help.
Public Comment on Non-Agenda Items: There was no public comment.
Informational Items: Town Administrator Reis gave an update on the Mayor's Task Force on Economic Development, saying that a group had been compiled, and would undertake its work this summer, taking a quantitative analysis approach. She also reported that the pilot program for building code enforcement was coming out on April 30, and that an ordinance was being drafted regarding 911 surcharges.
Mayor Gierlach presented a proclamation of appreciation to Sgt. Larry Johns for his service as Interim Town Marshal. Sgt. Johns was on hand to receive the honor, and was applauded by the Board and attending members of the public.
Mayor Gierlach also signed a proclamation supporting Earth Day 2014. The proclamation cited that great challenges were faced by the global community, that creating a sustainable green economy is a necessity, and that Nederland encouraged its residents, businesses and institutions to use Earth Day to celebrate the earth and support green economy initiatives.
Action Items: Re-elected Mayor Joe Gierlach and Trustee Kevin Mueller were sworn in, along with Kristopher Larsen and Charles Wood. Trustees Chris Perret, Ledge Long, and Annette Croughwell stepped down to the new board members, after receiving Certificates of Recognition from Mayor Gierlach. Croughwell's resignation left a vacancy on the board, which the new board addressed by discussing whether her replacement should be chosen by selecting the candidate who had the next highest vote in the recent election. Roger Cornell and Topher Donahue were the two who had received the next highest vote count, at 133 and 129 votes respectively. The board deadlocked 3 to 3 in making their decision, and more discussion ensued, including the suggestion that another election, costing about $3,000, might be necessary to determine the outcome. After a short break the meeting resumed, and Roger Cornell withdrew himself from consideration, leaving Topher Donahue as the only other candidate in consideration. The board unanimously approved Donahue as the seventh member of the Board of Trustees, and the meeting proceeded. Mayor Gierlach then appointed the Trustees to various advisory board and regional group positions.
Reappointments included: Alisha Reis as Town Administrator (Resolution 2014-05); Alisha Reis as Zoning Administrator (Resolution 2014-06); Michele Martin as Town Clerk (Resolution 2014-07); James Metheney as Town Marshal (Resolution 2014-08); Eva Forberger as Town Treasurer (Resolution 2014-09); Carmen Beery as Town Attorney (Resolution 2014-10); David Gloss as Municipal Judge (Resolution 2014-11); and Donna Schneider as Town Prosecutor (Resolution 2014-12).

Other Business: The Board discussed who could sign checks, and the schedule of various orientation sessions and financial briefings.
