The Black Hawk City Council met on July 14, 2020, and, under the direction of City Attorney Corey Hoffmann, delivered the business of the City most efficiently.
First on the Agenda was CB18, an Ordinance approving grant funding in an amount not to exceed $411,868, for the Black Hawk and Central City Tramway. The City had won these monies under the Coronavirus Response and Relief Supplemental Appropriations Act. Voting was unanimous in the affirmative.
Next, the Board considered Ordinance CB19, which would repeal Article VII of Chapter 6, of the Black Hawk Municipal Code, dealing with Contractor registration.
In past years, there had been private residents wishing to bid on certain construction projects within the City, and as such, guidelines regarding the required insurance coverage and other measures designed to protect the City’s interests had been put into place.
As there had been very few locals wishing to perform construction work during the past few years, these measures had been found to be unnecessary as well as administratively burdensome. Thus, the proposal that the Article containing them be repealed. The Ordinance passed unanimously.
Mr. Hoffmann then outlined Resolution 45-2021, dealing with the City’s intent to be reimbursed at a later date for certain capital expenditures.
Expenditures on improvements being made currently are being tracked and categorized so that when the time comes to execute the reimbursement process, information will be easily available and in the correct format. Approval was unanimous.
Next, the Board considered Resolution 46-2021, approving unanimously the Title VI Plan for the Black Hawk and Central City Tramway Operations.
The Board discussed the summer Flower Program within the City, which all agreed had been highly effective. Resolution 47-2021 would allow for the hiring of two additional seasonal maintenance workers for upkeep of installations. Council approved unanimously.
Cynthia Linker of City Planning & Development presented on Resolution 48-2021, which would effectively abolish the old Fee Schedule with regard to Conveyance Fees, and reestablish a Schedule which matches more closely to the City’s current operations. The Ordinance passed unanimously.
Lastly, the Board discussed Resolution 49-2021, which would terminate the Order Declaring a Local Disaster Emergency In and For the City of Black Hawk, which emergency was the COVID-19 pandemic. The Board voted most happily to adopt the Resolution.
The next meeting of the Black Hawk City Council is scheduled for July 28, at 3 p.m., 201 Selak Street, Black Hawk.
