CENTRAL CITY – The Gilpin County Board of County Commissioners (BoCC) held a special meeting on March 4, 2025, at the Historic Courthouse in Central City, where they approved a significant grant application aimed at enhancing law enforcement safety and efficiency.
Justice Assistance Grant
The board approved Resolution 25-029, which authorizes submitting a grant application to the Colorado Division of Criminal Justice (DCJ) for the 2025 Justice Assistance Grant (JAG).
Sheriff Kevin Armstrong and Undersheriff Greg Demo presented the resolution, stressing the critical need for upgraded technology and equipment to address operational deficiencies and improve officer safety.
The proposed upgrades include:
Mobile Data Terminal (MDT) Upgrades – Ensuring compatibility with the Sheriff’s Office’s recently updated Records Management and Jail Management Systems (RMS/JMS). Estimated cost: $20,000.
New Tasers with Warranties and Training – Replacing outdated tasers that pose safety risks. The new devices will include warranties, cartridges, and training components. Estimated cost: $200,000.
Hand-Held Drug Recognition Scanner – Enhancing field identification of dangerous substances to improve response times and safety. Estimated cost: $36,000.
Ductless Fume Hood for Evidence Processing – Providing protection against chemical and drug contamination during evidence handling. Estimated cost: $4,500.
The grant request, not to exceed $275,000, includes a 5% contingency to cover potential cost variations. Sheriff Armstrong said these upgrades are vital to keeping pace with evolving technology and ensuring the safety of both deputies and the community.
Gaming Impact Assistance Grant
The commissioners also approved Resolution 25-030, finalizing the distribution of Department of Local Affairs (DOLA) Limited Gaming Impact Assistance Grant funds to external recipients.
Finance Director Joe Allaire presented the resolution, which outlines the allocation of funds to mitigate the effects of gaming-related activities in the county.
The approved disbursements include:
EMS and FIRE (Gilpin Ambulance Authority) – $1,126,416
Jefferson Center for Mental Health (JCMH) – $37,845
District Attorney’s Office – $820,953
These funds, previously ranked and authorized by the BoCC, serve as reimbursement payments approved by DOLA and disbursed by the County.
Upcoming Meeting
The next regular BoCC meeting is scheduled for March 11, 2025, at 9 a.m. It will be held in person at the Historic Courthouse, 203 Eureka Street, Central City, and accessible online via Zoom.
