Mayor Jeremy Fey called the Central City Urban Renewal Authority (CCURA) Special Meeting to order at 5:30 p.m. on Tuesday, August 1, 2023. In attendance were Mayor Jeremy Fey, Mayor Pro-tem Kara Tinucci, Alderman Jeff Aiken, Alderman Marcia Enloe, and Alderman Todd Williams. Staff present included City Manager Daniel R. Miera, City Attorney Marcus McCaskin, and City Clerk Reba Bechtel.
The members of the City Council are also the members of CCURA. Four more members have yet to be appointed. These four members will be from the County Commission Board, the School District, a Special District, and a Mayoral appointee.
The appointments to the CCURA board were ratified with the approval of Resolution CCURA No. 23-01, with all in favor.
Carolynne White of Brownstein Hyatt Farber Schreck, LLP, presented a URA orientation including conflicts of interest and fiduciary responsibilities.
She recommended voting in a Vice Chair after the rest of the members of the Authority are appointed. All meetings are subject to the Sunshine and Open Records Act, as well as the Local Government Budget act. The URA has until October to adopt a budget, and only after that will they decide what it is they want to accomplish.
The adoption of bylaws are recommended but not required. Members of the board have a fiduciary duty to come to meetings prepared and informed. Executive sessions are strictly confidential. There are Urban Renewal Conflicts of Interest provisions that prohibit vested interests from voting on such matters.
The members were sworn in by taking the oath collectively. White presented a brief summary of the bylaws, which are basic and adaptable. The CCURA Board commissioner term is coterminal with the appointee’s City Council term. There is no compensation for serving on the board.
The officers of the Authority shall be the Chair, the Vice Chair, the Secretary/ Executive Director, and the Treasurer. After the initial term of the Mayor, the Chair shall be elected by the Commissioners of the Authority.
The Open Meeting Law will require the posting of the notice of the time and place of the meeting and the posting of an agenda at least 24 hours prior to the meeting. Special meetings may be called with proper notice. Tinucci moved to adopt Resolution No. 23-02, approving the Bylaws of CCURA. Enloe seconded, and all were in favor.
Fey recommended keeping the current date and time each month, meaning the Authority would meet on the first Tuesday of the month at 5:30 p.m.
The meeting was adjourned at 5:59 p.m.
