Mayor Jeremy Fey called the Central City Council special meeting to order at 7 p.m. on Tuesday, August 1, 2023. In attendance were Mayor Jeremy Fey, Mayor Protem Kara Tinucci, Alderman Jeff Aiken, Alderman Marcia Enloe, and Alderman Todd Williams. Staff present included City Manager Daniel R. Miera and City Clerk Reba Bechtel. City Attorney Marcus McCaskin attended virtually.
The Consent Agenda included Regular Bill Lists through July 26, the City Council minutes from July 18, 2023, the Ratification of HPC HR23-08 TBD Prosser of a new build single family residence for owner Bruno and Stephanie Silva, and Resolution No. 23-30 adopting a Real Property Acquisition Policy.
A second reading and public hearing were held for Ordinance No. 23-09, amending Section 4-6-20 of the Municipal Code to add reference to the City’s real property acquisition policy. Public hearing was opened at 7:06 p.m. and closed with no comment at 7:08 p.m. Williams moved to approve and all were in favor.
The second reading and public hearing for Ordinance No. 23-10, approving the inclusion of certain property into the boundaries of the Central City Business Improvement District, were held. The hearing was opened at 7:11 p.m. with no comments and closed at 7:12 p.m. Aiken moved to approve the ordinance, Williams seconded, and all were in favor.
New action items included the Main Street Commission appointments, which include four-year terms for three regular positions and one alternate member. The candidates were Barbara Thielman, Peter Droege, Jeremy Kaiser, and Maryann Yuthas. Yuthas was selected as alternate while the other three candidates moved into regular positions. Tinucci moved to approve, Enloe seconded, and all were in favor.
Resolution No. 23-31 calls for a Special Election to be held on Tuesday, November 7, 2023, to approve an Intergovernmental Agreement between the Gilpin County Clerk and Recorder and the City of Central regarding the conduct of the Special Election as a Coordinated Election.
Reba Bechtel said it would cost approximately $2,000 and is a Special Election because it occurs in what is not a normal election year. Williams moved to approve, Tinucci seconded, and all were in favor.
During Council Comments, Aiken reminded everyone of Colorado’s birthday on August 1. Williams commented on the disrepair of the playground by the lake and the need for a handicapped-accessible trail to the lake. Fey said he visited the new Stairway to Heaven trail site.
Public Forum discussed an ATV rental business that would like to open in Central City, along with a pilot program proposed to gauge the success or failure of such a venture. Members of the public revealed concerns on the ATV pilot program and the issue of gathering data. They also addressed potential liability for injuries in the City, law enforcement, and noise pollution. The pilot program would involve travel up Eureka Street to Prospector’s Run; the public showed concerns for speeding, legality, traffic, quality of life, and wildlife disturbance.
Another comment asked for the City to work with Yohan’s Donuts to operate in the City.
Fey said that he appreciated everyone’s participation.
Fey adjourned the meeting at approximately 8:04 p.m.
