Central City Council swears in new members

Mayor Jeremy Fey called the Central City Council meeting to order at 7:01 p.m. on January 3, 2023. Judge Berryhill swore in Mayor Jeremy Fey, Alderman Marcia Enloe and Alderman Todd Williams. In attendance was Mayor Jeremy Fey, Alderman Jeff Aiken, Alderman Kara Tinucci, Alderman Marcia Enloe and Alderman Todd Williams.

Consent Agenda: Resolution No. 23:01 designates a public place for posting of notices of regular and special meetings of local bodies of the City. The Resolution was approved unanimously. Resolution No. 23:02 approves the extensions of engineering related Professional Services Agreements with Deere Ault Consultants, Inc. C&L Water Solutions Inc. and W2 Engineers, LLC. The Resolution was approved unanimously.

Public Forum: Bob Sweeney, Editor of the Weekly Register Call, addressed the Council concerning consideration for the vote to approve the newspaper as the official legal publication for 2023. Sweeney stated that the paper has served Central City for 160 years and thanked the Council for their support. He pointed out that Colorado statute mandates the newspaper must be in the city where it publishes public notices.

Annual Appointments: Kara Tinucci was appointed to the position of Mayor Pro Tem. The Weekly Register Call was approved as the official publication for Central City. Alderman Todd Williams was voted as the DRCOG Representative. Alderman Marcia Enloe was appointed as the representative for the Gilpin Ambulance Authority with

City Manager Daniel Miera as an alternate. Joe Behm from the Business Improvement District was appointed as a representative for the I-70 Coalition. Mayor Pro Tem Kara Tinucci was voted as the Advisory Representative for the Local Emergency Planning Committee.

Community Appointments: Shawn Connelly, Jeremy Kaiser, and David Forsyth were appointed to the Historic Preservation Commission. Lisa Leben, Bobby Hill, Katie Shirley, and Chris Shirley (alternate) were appointed to the Planning Commission.

Ordinance No. 23:01 pertains to places of assembly, amending the City Land Development Code and providing for severability, repealer and effective date. Copper Creek Mill, LLC submitted an application for an amendment to the Land Development Code concerning rural wedding/event venues on August 15, 2022. The amendment would allow the property located within the RCE zoning district to be used as a special event venue. The Council considered the code change would be city-wide and decided to continue the discussion on January 17, 2023.

Variance Application BOA 22-02 for block 37, Lots 5-7 was reviewed for owners Patricia Smith and John Webster. Alderman Aiken asked for an artist’s drawing to scale the property. A public hearing was opened and Jack Hidahl commented that a lot more information is needed before it should be approved. Council voted to continue the next public hearing to January 17, 2023.

Staff Updates: City Manager Daniel Miera announced there will be a training session next week. Deputy Wheeler reported there is no firm data on Covid cases in the County, but there is a concern about other illnesses including the flu and RSV cases. He encouraged everyone to get vaccinated. Mayor Fey commented on the snow on the sidewalks and recommended getting together with the BID (Business Improvement District) and other businesses to address the issue to remove the snow.

Council comments: Alderman Aiken welcomed the new Council members and congratulated them on their appointments. Mayor Pro Tem Tinucci thanked former members July Laratta and Jill Story for their service to the City. Alderman Enloe expressed she was happy to be here and stated, “We will see how it goes.” Alderman Williams thanked Central City for the appointment and stated he was looking forward to working with the staff and other Council members. Mayor Fey thanked Laratta and Story for their service on Council and looked forward to a new perspective in 2023.

Public Forum: Eric Langdon welcomed the new City Council and thanked the fire department for their immediate response to the Scarlet building when the sprinklers burst. Daniel Miera congratulated the owners of KOA campground for their recognition as the number one campground in Colorado.
