Central City Council end of year business

Mayor Jeremy Fey called the Central City Council (CCC) regular meeting to order at 6:30 p.m. on Tuesday, December 5, 2023. In attendance were Mayor Jeremy Fey, Mayor Pro-tem Kara Tinucci, Alderman Jeff Aiken, Alderman Marcia Enloe, and Alderman Todd Williams. Staff present included City Manager Daniel R. Miera, City Clerk Reba Bechtel, and City Attorney Marcus McCaskin.

The Consent Agenda included:

Resolution No. 23-45, approving extension of the Professional Service Agreement with IMEG Consultants, Corp. for on-call Engineering Services;

Resolution No. 23-46, approving the extension of the Professional Service Agreement with Digital Data Services, Inc.;

Resolution No. 23-47, approving a Third Amendment to the Agreement for Professional Services with Charles Abbott Associates, Inc. for building plan review and inspection services;

Resolution No. 23-48, approving a Second Amendment to the Agreement for Professional Services between the City and Form+Works Design Group, LLC for construction administration services;

Resolution No. 23-49, approving extension of the Professional Service Agreement with Complete Business Systems of Colorado, Inc.;

Resolution No. 23-50, approving extension of Professional Service Agreement with Prospective Business Solutions, LLC for 2023 Audit Services (to be performed 2024);

Resolution No. 23-51, approving extension of the Professional Service Agreement with Furball Cleaning LLC;

Resolution No. 23-52, approving extensions of engineering-related Professional Service Agreements for calendar year 2024;

Resolution No. 23-53, approving a Services Agreement between Central City and One Way Inc. for residential trash services;

Resolution No. 23-55, amending the Professional Service Agreement with Reiser Trail Craft LLC;

Resolution No. 23-56, approving extension of the Professional Service Agreement with Professional Management Solutions, LLC for 2024;

Resolution No. 23-57, amending the City of Central Comprehensive Fee Schedule; and

Resolution No. 23-58, authorizing the acquisition of Handheld Portable Radios and related equipment for the Central City Fire Department.

Tinucci moved to approve, Williams seconded, and all were in favor.

New business included Annual Reports from the Main Street Commission, the Central City Opera, the Gilpin History Museum, and the Historic Preservation Commission. Also under New Business was Resolution No. 23-54, approving an advance of funds in the form of a reimbursable grant to the City of Central Urban Renewal Authority (CCURA) to assist with costs associated with the undertakings and activities of the CCURA. All were in favor of the resolution.

Resolution No. 23-44, adopting and appropriating the 2024 budget, adopting the Five-Year Capital Improvement Plan, and setting a Property Tax Mill Levy, was discussed very briefly, since the subject was covered during the CCURA meeting. Williams moved to approve, Aiken seconded, and all were in favor.

During the final Public Forum, Barbara Thielemann praised everyone for their participation in the Tommyknocker Holiday events.

During Council Comments, Tinucci thanked all the organizations that gave their annual updates, the City Staff for their hard work, and added congratulations to Sam Hoover for his next endeavors. She also thanked everyone for their attendance, which has been better than in the past decade.

Tinucci moved to go into Executive Session at 8:10 p.m.

The next Central City Council meeting is scheduled for 7 p.m. on Tuesday, January 16, 2024, at Central City Hall, 141 Nevada Street, second floor; or online via Zoom. Information can be found on the City website, centralcity.colorado.gov/meetings.
