On Tuesday, December 5, 2023, the Central City Urban Renewal Authority met in the Council Chambers at City Hall in Central City for their second meeting. Roll call revealed all were present: Chair Jeremy Fey, Kara Tinucci, Jeff Aiken, Todd Williams, April Nielsen, and Joe Stranaly. Marcia Enloe attended virtually. Staff present included City Manager Daniel R. Miera, City Attorney Marcus McAskin, and Community Development Director Lisa Roemhildt.
A public hearing was held for Resolution 23-05, a resolution adopting a budget and appropriating funds for the 2024 calendar year.
Miera explained to the board that CCURA is requesting $300,000 from the City of Central, ultimately to be reimbursed. This would be considered a reimbursable grant with specified terms. Miera said it’s anticipated that the City will approve the grant, the terms of which would be determined by the City.
In the future, CCURA would be looking for more streams of revenue. This money is just seed money to provide the organization with some capacity. There would be no obligation to the City to continue to provide funds. Providing CCURA with funding gives it the ability to complete Urban Renewal goals.
Williams asked if those granted funds would be available either with or without approval from the City Council. Miera responded that the URA would be in operational control of the money. Any decisions for expenditures would not be subject to ratification or approval by the City Council.
The public hearing opened at 5:55 p.m. There were no comments. Public hearing was closed at 5:56 p.m.
Williams moved to approve the resolution, Enloe seconded, and all were in favor.
General business included an update on the possible direction for Requests for Proposal (RFPs). December 15 is the proposed deadline for RFPs. Tinucci commented that CCURA will not meet again until February, so it would make sense to extend the deadline.
McCaskin said the object of the RFP is to find a development group that is attracted to the plan. The RFP was issued on November 13, 2023, on Bidnet. The Authority discussed extending the RFP deadline until the end of January and everyone was in agreement.
Aiken asked about adding two special district members, but the special districts have not yet elected any candidates. The appointment of their representatives would need to be unanimous. Meanwhile, the council can operate legally without these appointments.
Tinucci moved to adjourn the meeting at 6:19 p.m.
