Arrest of Robert W. KUSSIN of Nederland, Colorado for Indecent Exposure and Child AbuseBarbara Lawlor, Nederland. Nederland resident Bob Kussin, known as Cowboy Bob because of his typical outfit of a duster and cowboy hat, was arrested on Friday on suspicion of multiple counts of indecent exposure. Kussin, 63, is a long-time Nederland area resident.
According to the arrest affidavit three separate cases have been investigated by the Nederland Police Department.
The first incident occurred on September 28, around 5 p.m. at a local business in the shopping center. A woman shopping with her two and three year old daughters noticed a tall slim man wearing a cowboy hat and jeans following them through the aisles in the store. She recognized the man as being a local who wore cowboy clothes during the Fourth of July celebrations. She has seen him many times.
She became concerned when the man appeared wherever they were in the store. At one point the woman became separated from her daughter who was pushing a small shopping cart and not keeping up with her mom. When the woman turned a corner, her daughter came running up to her leg and once again she saw the man, which made her feel uncomfortable. She decided to leave and headed to her vehicle. She told her daughter to stand in front of their vehicle while she loaded her sister into the rear passenger side of the car. She looked at her daughter and saw her staring back toward the store where the same man was standing, looking at the child.
The mom couldn’t see him from the waist down. When he saw her looking him he turned to walk away towards a large gray Ford pickup. He walked strangely, she reported, as if he was trying to hide the front of his body.
When her daughter was in the vehicle and she began to drive off, the girl asked, “Mommy, why was that man rubbing his penis?” She told her mom she saw him do it in the store.
On October 1, around 11:30 p.m. another woman at the post office parking lot was unloading her children, aged 2, 4 and 5 from the vehicle. She remembers parking next to a large Ford pickup occupied by a tall, slim man in the driver’s seat, around 60 years old. When she returned to the car she saw the driver of the truck step out of the truck and move to the back seat area.
When she looked out the passenger window she saw the male had lowered his pants and was masturbating in the back seat, facing out with the doors open. He was staring at her daughter while he did this. She shouted at him and he didn’t stop, continuing his action. Frightened, she left the area.
On October, 27, around 11:30 a.m., a woman was shopping at the market with her daughter, 3, in a stroller. At one point she took a few steps out of view of the stroller, had her back to it.
Another woman in the store noticed a man, whom she knew as Cowboy Bob, leaning over the stroller about four feet away from the child, with his penis in his hand, masturbating, in the direction of the stroller. She alerted the mother and the two women walked out of the store and then ran to the police station, where they called 911.
She described Bob Kussin. As the woman was on the phone she saw him leave the store and get into the gray truck and noted the driver’s license. A store video shows Kussin in the store watching the woman and her child.
Based on these three incidents and related information, the Nederland police officer interviewed Kussin on November 5 and November 6. Kussin said he was at these locations but says he doesn’t remember anything because he was taking pain medication that was prescribed after a surgery he had during the summer.
Kussin’s criminal record reveals he was convicted of four similar offenses in Illinois and Boulder county: Indecent exposure to a minor in Boulder County; three different public indecency cases in Illinois.
There was enough probable cause to charge Kussin with four counts of indecent exposure. He was placed in custody last Friday, November 6 and transported to the Boulder County Jail and booked in on a $5,000 bond.
