Annexation, Cape Seal Project approved

The Central City Council approved annexation of Young Ranch as well as a Chip and Seal project for local highways during a regular meeting on April 5, 2022, at Central City Hall. In attendance were Mayor Jeremy Fey, Mayor Pro-Tem Judy Laratta and Council members Jeff Aiken, Kara Tinucci, and Jill Story.

During the consent agenda, the Council approved an Annexation Petition, and set a public hearing for the property known as the Young Ranch Resource Annexation.

A petition for annexation was officially filed with the City Clerk on or about February 1, 2022. The petition requests the annexation of the Young Ranch Resource Annexation.

The proposed annexation includes approximately 419.37 acres. The subject property is currently owned by Young Ranch Resource LLC, a Colorado limited liability company. Staff believes that the petition substantially complies with the requirements of the Municipal Annexation Act of 1965. The public hearing is scheduled for Tuesday, May 17 at 7 p.m. at City Hall to consider annexing and zoning the property.

Public Works Director Sam Hoover introduced a resolution awarding the work for the 2022 Cape Seal Project to A-1 Chipseal Company and authorizing the City Manager to execute a construction contract with the contractor. On or about February 18, 2022, the City posted a request for proposals (RFP) seeking bids from qualified contractors to complete the City’s 2022 Cape Seal Project, which includes an application of chip seal followed by the application of slurry seal to the Central City Parkway.

This is to be a turn-key project that includes the final striping of the roadway with Colorado Department of Transportation (CDOT) paint and reflective beads. The Project involves the application of 2.22 miles or 59,059.05 square yards of cape seal on Central City roadways. It’s maintenance rather than repair on all four lanes for 2.2 miles.

A total of two bids were received by the applicable due date. The Public Works Director has reviewed and evaluated the unit price bids received from the two firms that that submitted proposals to determine the responsible and responsive bidder for the Project.

Based on a review of the bids submitted, the Public Works Director recommended awarding the work for the Project to A-1 Chipseal Company for a not-to-exceed amount of $348,448.10. The work could begin mid-June and be completed within 60 days.

The Council approved the resolution and said it is a “pretty good” price.

During Public Comment, the Central City Historical Society announced a Spring Fest on Eureka Street on Saturday, April 23, from 10 a.m.to 4 p.m., which will include the Grand opening of the Weekly Register Call Museum. The Register Call dates back to the 1860s and is the oldest continuing business in Gilpin County. Its office was built in the winter of 1862 and in 1864 the third floor was added.

The Central City Council will meet next on April 19, 2022, at 7 p.m. at the Central City Administrative building, 141 Nevada Street, Central City, Colorado
