NDDA acts to repair covered bridge by Summer 2023

The Nederland Downtown Development Authority (NDDA) met on Wednesday, February 8, 2023, at 6 p.m. to vote on several resolutions concerning funding their project and grant program budgets for 2023. The NDDA also heard a presentation on the creation of a new Peak-to-Peak Chamber of Commerce.

The NDDA reviewed their member and committee reports. Town Administrator Miranda Fisher made some comments in addition to her report regarding a Town Hall meeting on Annexation on Tuesday, March 21, 2023 from 6 to 8 p.m. to discuss with the public the intergovernmental agreement with Boulder County and the Nederland’s own annexation ordinance.

NDDA Executive Director Kate Masingale delivered an update from the Beautification Committee. The order of flowers has been confirmed for the upcoming summer season and there will not be any further updates until March or April.

Fisher and Parks Department Manager Nicki Dunn provided an update on the planning for Nederdays, the town-owned event taking place the weekend of March 24 and 25, 2023. Dunn detailed how the advertising and marketing campaign for Nederdays will begin rolling out on Monday, February 13, 2023, with ads in The Mountain-Ear and The Weekly Register Call, as well as posters on display in stores and bulletin boards all over Nederland and Rollinsville.

Dunn provided updates as to the events being planned for Nederdays, including a square dance, a silent disco, and ice sculptures being placed strategically throughout town. Dunn noted that Event Coordinator Stephanie Andelman had reached out to 40 Nederland businesses about Nederdays, and added that businesses need to promote their own events with their own clientele.

Nederdays will also feature a 5K run through town, going up into Big Springs and ending at the Train Cars, hosted by Gavin Coombs, a winter fashion show being hosted by Wings of Lace, and a sledding event on East 1st Street being created by the Town of Nederland.

Dunn mentioned that East 1st Street will be closed on Saturday, March 25, starting early morning and all through the day, but Public Works will be opening the street back up on Friday and Saturday night during Nederdays.

NDDA board member Steve Karowe provided an update on the Wayfinding project, concerning analyzing their map of planned signage placement and on placement of four informational kiosks. Karowe stated that the Wayfinding Committee had come up with suggestions for placement of the kiosks, which include Chipeta Park, in the B&F parking lot near the Train Cars, in the southeast corner of the RTD lot, and the Visitor’s Center parking lot.

The NDDA were tasked with voting on the approval of denial of four separate resolutions pertaining to funding the 2023 budgets for the group’s various projects, including Beautification, Public Art, Traffic and Safety, and Special Events.

Resolution 2023-10 pertains to authorizing the $30,000 in funding to the Beautification project for 2023. On January 11, 2023 Master Gardener Judy Evans provided information concerning the $30,000 budget, specifying that it would fund $16,250 for the hiring of a professional gardener during the late spring and summer, and $9,650 for the design fee and transport of the annual flowers.

Resolution 2023-11 involves authorizing the $20,000 in funding to the Public Art project for 2023. The NDDA approved the funding during their 2023 budget planning process. A portion of the $20,000 budget would fund a 615 square foot mural to be painted on the west-facing wall of the Mountain People’s Co-op building. The mural is estimated to cost a total of $9,525.

Resolution 2023-12 concerns authorizing the $30,000 in funding to the Traffic and Safety Support Grant Program for 2023. The NDDA approved the funding during their 2023 budget planning process; though on January 11, 2023, the NDDA approved utilizing $8,500 from the Traffic and Safety budget to fund the March special event Nederdays. The adjustment to the budget will be made at the March 8, 2023 meeting, pending approval of the resolution.

Resolution 2023-13 pertains to authorizing the $10,000 in funding to the Special Events Grant Funding Program for 2023. The NDDA approved the funding during their 2023 budget planning process.

The NDDA voted to approve all of the four resolutions. The funding resolutions will go before the Nederland Board of Trustees (BOT) for final authorization.

The NDDA heard from Dunn about Kape Roofing and Exteriors and their scope-of-work for repairs to the Nederland Pedestrian Bridge. The submitted quotes from Kape amount to $29,209.81 for the construction of a new roof, new siding and trim, and new window boxes for the covered bridge. The NDDA previously approved $20,000 for the project during their 2023 budgeting process, and on November 9, 2023 approved an additional $10,000 in funding.

Dunn spoke about NDDA Vice Chair Andrew Dewart and Masingale acting as the liaisons with the Town of Nederland concerning the construction project. The style of the new roof and siding for the covered bridge will be as close to its original design as possible, and the projected work is expected to be completed by the summer.

Dewart, Dunn, and Masingale plan to meet with Kape Roofing and Exteriors at the site itself to cement a timeline and a material list for the job. A $6,000 deposit is required to preserve Kape’s services for the job, which the NDDA will provide by the second week of March once the funds have been properly authorized.

The NDDA heard a presentation by Nederland business and property owner Christian Vanek on the proposition to instate a Peak-to-Peak Chamber of Commerce (COC). Vanek hosted a meeting with over 40 people in attendance, from local business owners to community leaders, concerning the creation of a COC on February 1, 2023.

Vanek detailed to the NDDA what was discussed in that initial meeting, including the rough mission statement of the COC and a brief description of the organization’s structure. Vanek also addressed how the role of a COC differs from the role of the NDDA.

Vanek stated the COCs mission statement as “a cooperative economic development in the Peak-to-Peak area and meeting each business at their stage in the business life cycle, from a startup to existing traditional businesses that are considered institutions to their towns and counties”. The objectives of the COC would be to support small businesses during their slower seasons, to educate visitors on our small businesses while also educating businesses on outreach to their customers, and to market and support tourism in order to fit the businesses needs.

The COC would serve not only Nederland but the entire Peak-to-Peak region, as suggested by former members of Nederland’s prior COC. The COC aims to support brick and mortar businesses as well as business services run out of the home or outside of town centers. The COC also desires to create alternative revenue streams and to be another source of funding for special events.

The next meeting of the COC is currently planned for March 15, 2023, with the location as of yet undetermined, though will most likely be held outside of Nederland. The meeting place, date, and time will be posted on the COC website and social media, as well as in The Mountain-Ear.

The Nederland Downtown Development Authority meets the second Wednesday of every month.
