During a February meeting, the Colorado Limited Gaming Control Commission entered into an agreement with Monarch Casino of Black Hawk for non-compliance. According to the Commission, Monarch has been subject of a Division investigation concerning allegations that respondents as identified through the acts of certain employees failed to observe and comply with the provisions of Colorado Limited Gaming Act sections and Colorado Sports Betting regulations and certain provisions of law.
It is alleged that respondents at 488 Main Street, Black Hawk, discovered and immediately self-reported to the Division an incident involving their Sportsbook. The Sportsbook employees involved were Nicholas Epstein, Sports manager; Brian Lopez, Sportsbook lead; and Ted Kilgore, Sportsbook lead. The respondent promptly suspended and later terminated the involved employees.
The respondent acknowledges that it is ultimately responsible for the oversight and supervision of its employees. During the course of the investigation, respondent took immediate steps upon discovery of the initial violation to facilitate and aid the Division’s investigation, promptly provided all supplemental information requested by the Division investigators and promptly instituted corrective measures to address identified gaps.
Monarch agreed to pay a total fine of $400,000 and a fine rate of $5,000 per count be placed based upon the quantity of proxy bets accepted, and $5,000 for the additional violations.
