The Gilpin County Commissioners passed a resolution to participate in the Colorado Opioid Settlement during a regular meeting on March 14, 2023, at 9 a.m. at the Courthouse in Central City.
The Board also approved a lease for Gilpin County Ambulance, a Community Center rental policy, a temporary liquor license for Base Camp, and a policy for per diem travel.
Treasurer Mary Lorenz reported that after recent bank closings, she has checked with their main bank, Wells Fargo, and is assured that the County’s money is safe. The County has three official custodians, and each has $250,000 in insurance, so the county has $750,000 in insurance. Wells Fargo holds $7 million for the County.
According to the opioid settlement resolution, introduced by County Manager Ray Rears, in 2021 a coalition of 40 states received a settlement totaling $26 billion from AmerisourceBergen, Cardinal Health, McKesson, and Johnson & Johnson for their role in the harms associated with opioid addiction and overdoses, and as part of this settlement the State of Colorado received about $400 million for distribution to local governments.
A second series of settlements, for $395 million, from Walgreens, CVS, Walmart, TEVA, and Allergan is expected; and the settlement funds will be distributed on a regional basis with Gilpin County belonging to the Gateway to the Rockies Opioid Council (GROC), also known as Region 10, along with Jefferson County and Clear Creek County.
The County Commissioners will confirm with the Colorado Attorney General’s Office the County’s desire to participate in these additional settlements. and as such, Gilpin County’s share of the settlement funds will be directed to GROC.
Rears said the amount hasn’t been confirmed yet for this year. “We won’t know dollars until the settlement with pharmacies,” he added.
Last year the County received $18,201. They will find out in July the amount they will receive from these five additional companies. The Board needs to approve their participation in these additional settlements in order for Gilpin County’s share of the funds to be distributed to the Gateway to the Rockies. The Board approved the resolution.
The Board approved a lease authorizing Gilpin Ambulance Authority to use the Apex Building for $50,000 per year.
Sam Bower, Administrative Analyst, introduced a resolution developing a fee schedule for the Community Center, but it will be revised for an April work session of the Board.
Clerk and Recorder Sahari McCormick introduced a temporary Liquor License pending transfer of ownership for Pickle Liquors. It is a transfer of license; the temporary permit will be for 120 days and can be extended 60 days if the state doesn’t respond.
The background check is complete, and Pickle Liquors will have a hearing in one month. The Board approved the temporary permit.
Bower introduced a resolution for Travel Per Diem Policy. Rears said this had been discussed at the March 7 work session. A form has been added regarding information about the trip and expenses. Expenditure over $1,000 will require approval. The Board approved the policy.
