The Black Hawk City Council approved an outdoor event venue, beer garden, and tastings at liquor stores during a regular meeting at 3 p.m. on Wednesday, May 10, 2023, at 211 Church Street in Black Hawk. The Council also approved three leases for property at 221 Gregory Street.
Alyssa Rivas and Vincent Harris with Baseline Corporation presented a resolution approving the site development plan and certificate of architectural compatibility for the development of an outdoor event venue and beer garden at 100 Richman Street. Work will include repaving, landscaping and an elevated patio.
The Ameristar Hotel and Casino will have two phases to the project. They will update the interior of the Richman building for restrooms only, and then build the outdoor patio with a small stage area for performers or small bands. Representative James Murray attended the meeting.
On March 6, 2023, the City of Black Hawk received an application request for a site development plan and certificate of architectural compatibility from applicant representative, James Murray. The request is to redevelop the parking lot area into an outdoor event venue and beer garden at 100 Richman Street.
The property is owned by Ameristar Casino Resort and Spa Black Hawk; and Sean Demeule, vice president and general manager, has given authorization to James Murray to apply for and obtain the requested plans. If approved, redevelopment of the parking lot will begin in Summer 2023
The property is located in the Gaming Outstanding Lodging & Dining (GOLD) zone district. Entertainment uses, bars and restaurants are all permitted in this zone district.
Off-street parking is provided across the street at the Ameristar parking garage, and at a nearby underutilized parking area just uphill along Richman Street on the east side of the roadway.
According to conditions, the property owner and applicant will enter into an agreement with the City Manager related to appropriate pedestrian crossings and necessary improvements to better improve safety for pedestrians at the intersection. Such an agreement needs to be completed by January 31, 2024, to accommodate improvements to be installed before May 1, 2024.
If deemed necessary, Ameristar will provide signage on both sides of Richman Street directing patrons to use the designated painted crosswalk at the intersection of Richman Street and Highway 119. The Council approved the resolution.
City Attorney Corey Hoffmann introduced an Ordinance to permit tastings at fermented malt beverage and wine retailers. He said that in November 2022, the state passed a ballot measure to permit tastings at malt beverage and wine retailers.
The ordinance would allow tastings in the city, including the convenience store. The Council approved the resolution.
Finance Director Lance Hillis introduced three resolutions for leases at 221 Gregory Street. He said he had three leases for the building, two in the lower part of the building and one above.
The leases are identical except for the square footage. He has representatives from all three at the meeting, The City cannot lease to other businesses that are similar.
The first was the commercial lease with Hearts and Legends, LLC, for the Property located at 221 Gregory Street., Unit A, Black Hawk, Colorado. Hearts and Legends, LLC, owner Omar Garcia, 11743 Niagara Street, Thornton, Colorado.
The commercial lease has a term of 36 months, expiring on May 31, 2026. The monthly rent of $667 is based on $0.50 per square foot.
Omar said he is a silversmith, and his wife does beadwork, so they plan to sell Western shirts, southwest apparel, and home decor.
The second was a commercial lease with Heat & Sweet Classics, Corp., for the property located at 221 Gregory Street, Unit B, Black Hawk, Colorado. The monthly rent of $500 is based on $0.50 per square foot. This lease is made between the Black Hawk and Heat & Sweet Classics, Corp., and Edward J. Miller, 315 Juniper Road, Black Hawk, Colorado.
He plans on opening an old-fashion candy store in Black Hawk that would include candy, vintage soda and hot sauce.
The third lease with LitWood Creations, LLC, for the Property Located at 221 Gregory Street, Unit D, Black Hawk, and Christopher Jason Flesher, 67 Badger Road, Black Hawk, Colorado. The Commercial Lease has a term of 36 months, expiring on May 31, 2026. The monthly rent of $480 is based on $0.50 per square foot.
Jason said that he has dreamed of moving here and starting a business. He produces art burned into wood. He started in 2021 and continues to grow. His store will include artisans with handcrafted Colorado goods.
The Council approved all three leases, and the leases received applause from the council and audience after their presentations.
